Directors' Biographies
Amber R. Billmaier, J.D., B.S.N. Amber Billmaier, R.N., J.D., joined the law firm of Stephen A. Skiver and Associates, Inc. in 2002 after being in private practice for two years. Amber devotes her practice to Medical Malpractice Defense and Family Law. She also maintains her nursing license and has experience in a variety of practice settings including pediatric intensive care, emergency room and geriatric care nursing. She received her law degree in 1999 and is licensed to practice in Ohio and Michigan. Amber has brought her knowledge and experience to defend a variety of medical malpractice claims. Her medical background is an asset to evaluating and understanding injuries in related legal matters. She handles negligence matters regarding medical issues but also lends her knowledge to evaluating injury claims in other legal arenas. Additionally, Attorney Billmaier's experience in family law has led her to dealing with a wide variety of problems and for the last five years she has been active in the Lucas County CASA program as a guardian ad-litem. Amber also participates in several Bar Association Committees as well as Pro Bono programs as a panel attorney. She is a leader in local community organizations and groups.
Sharon Barnes, Ph. D. Sharon L. Barnes is an Associate Professor of Interdisciplinary and Special Programs at the University of Toledo, where she divides her teaching and research time between Academic Writing, Adult Liberal Studies, and Women’s Studies. In addition to scholarship on developmental writing, she is interested in 20th C. American poetry by women. She is a member of Toledo’s annual Take Back the Night Collective and active in other local anti-violence against women initiatives.
Thomas Goodwin, J.D. Thomas P. Goodwin (Tom) is an attorney in private practice in Toledo since 2001. Prior to opening his office, he was a staff attorney for the former Toledo Legal Aid Society for almost ten years. He has a significant practice in family and juvenile courts, often representing domestic violence survivors as they seek civil protection orders, custody, support, and other relief, as well as defending survivors in criminal actions brought by their abusers. Tom graduated from Bowling Green state University and from the Cleveland-Marshall College of Law (Cleveland State University). He is married and has four children. Jeni Belt is a partner in the health law practice group of Shumaker, Loop & Kendrick, LLP. Her principal areas of practice include regulatory compliance, fraud and abuse, reimbursement, hospital-physician relations, HIPAA, managed care, and licensure and certification. Her community interests are many and currently include Independent Advocates and the Toledo Bar Association Board of Trustees. She is a longstanding member of the Toledo Firefighters Health Plan Board, the St. Vincent Mercy Medical Center Foundation Board of Trustees. She is a past president of the University of Toledo Law Alumni Association and the Toledo Junior Bar Association.
Brenda Facey is a fifth grade teacher at Monac Elementary in the Washington Local School District, and has taught for 20 years. She served on the Toledo School Board from 1989 to 1997 and the Toledo Public Schools Foundation Board from 1999 to 2006. Brenda has been a supporter of Independent Advocates from the beginning, when creating the agency was just a hopeful idea. Since then, she has seen amazing growth in advocate services IA has provided to women who have been victims of domestic violence and need assistance through the complicated local court system. As an educator, Brenda is especially excited about IA's prevention program that forms partnerships with schools and community groups to teach about healthy and unhealthy relationships. Brenda is very honored to be a member of the Independent Advocates Board.
Jaimie L. Foster earned her M.B.A., cum laude, in Marketing and International Business from the University of Toledo, where she also received her undergraduate degree. Jaimie serves on four committees for EPIC Toledo - the Toledo Regional Chamber of Commerce's organization for young professionals and Toledo's answer to brain-drain. She currently works with the Chamber to increase and maintain their member base, and has worked for other local companies in marketing, client management, event planning, company procedure creation, and strategic growth.
